At a Glance

In order to improve quality, relevancy and efficiency of services, management of UB needs SPMI/IQAS (Sistem Penjaminan Mutu Internal/Internal Quality Assurance System). In 2002, UB Rector established a Monitoring and Evaluation Team (Monevin) having tasks to support, to monitor and to evaluate PHK/CBF (Program Hibah Kompetisi/ Competitive Based Funding) i.e. Due-like implementation. Due to the limited number of internal auditors, the task of quality control was replaced by Benefit Monitoring and Evaluation (BME) Team consisting 7 members supervised by Prof. Dr. Ir. Tri Susanto, M.App.Sc. BME was formalized by the Decree of Rector No. 022/SK/2003 dated March 4, 2003.

In line with Ditjen Dikti/DGHE (Direktorat Jenderal Pendidikan Tinggi/Directorate General of Higher Education) programs in re-structuring organization through the initiating establishment of quality assurance unit, UB changed the role of CBF of Monevin (Internal Monitoring and Evaluation) from a quality controller to a quality assurance and quality improvement in academic including accreditation of bachelor degree study programs formalized by the Decree of Rector No. 017A/SK/2005 dated Februari 12, 2005 regarding the establishment of PJM/QAC (Pusat Jaminan Mutu/Quality Assurance Center) consisting 7 staff. Following the dynamic and capacity of UB, the institution of the QAC and the tasks of the QAC team are renewed every year with the rector decree. Based on the Decree of Rector No. 023A/SK/2006 dated February 13, 2006, the task of the UB QAC is extended to continue the previous activities.

The 3rd batch of SP4/ BPDPS (Sistem Perencanaan, Penyusunan Program dan Penganggaran/ Budgeting and Programming Design Planning System) in 2005 for the function of QAC, UB has already speeded up the UB performance. Until 2007, SPM/QAS (Sistem Penjaminan Mutu/Quality Assurance System) UB prioritized academic activities. The document of academic and quality referred to the Strategic Plan of 2006-2011 and Rector Plan of 2007-2011. QAC-UB was established based on the Decree No. 010A/SK/2007 dated January 19, 2007. It consists of 14 members having doctor qualification that represent the faculties/ study programs. It showed the commitment for UB quality improvement, autonomy and competence to perform the QAC tasks. Supported by funding from Indonesian Managing Higher Education Relevance and Efficiency (IMHERE) Component 2a and Non Tax Government Revenue (NTGR), the activities of QAS cycles (including Internal Quality Audit) for 50 units at UB of UKPA/ASU (Unit Kegiatan Pelaksana Akademik/Academic Service Unit: departments and study programs) have already been done regularly twice a year since November 2007 (1st cycle), in 2008 (2 cycles), in 2009 (2 cycles), in 2010 (2 cycles) and in 2011 (2 cycles). Whereas, for UKPPA/ASSU (Unit Kegiatan Penunjang Pelaksana Akademik/Academic Service Supporting Unit) consisting bureaus and other units that have already been audited internally for 2 cycles and even 4 ASSU’s have already audited externally through ISO 9001: 2008.

QAC was established in 2005. Since then QAC has already been re-structured several times, indicated by changing the staff. The first head of QAC was Prof. Dr. Ir. Soebarinoto, a professor from Faculty of Animal Husbandry. He held the position from 2005 till 2012, since then he was called as the father of UB QAC for his loyalty and determination in initiating and developing quality assurance unit at UB.

In 2012, Prof. Dr. Ir. Soebarinoto retired. Prof. Dr. Ir. Mohammad Bisri, MS., from Faculty of Engineering, replaced him. During his leadership, QAC was changing progressively and actively involved at university level and coped with other units in UB. He held the head of QAC from 2011 till 2013. In 2013, Prof Dr. Ir. Mohammad Bisri, MS was appointed as a Dean of Faculty of Engineering, the head of QAC was handed over to Ir. Achmad Wicaksono, M.Eng., PhD. till 2016.

In 2016, Permenristekdikti No. 4 in 2016 was issued concerning on the Organization and Working System of Universitas Brawijaya. In that year, there was a significant change in the organizational structure of UB, including QAC. From the beginning, QAC was an independent unit, based on this regulation it was integrated with six (6) others into an institution, namely the Institute for Educational Development and Quality Assurance (IEDQA) composed by 11 centers.

Head of QAC (Achmad Wicaksono, MEng., PhD.) was assigned by Rector to be a Secretary of IEDQA. Therefore, in 2016, UB Rector nominated a QAC’s pioneer and secretary at the beginning of its establishment (Dr. Endang Arisoesilaningsih) as Head of QAC for the period 2016 to 2017.

In 2017, with consideration of regeneration, Head of QAC for the period 2017 to 2018 was mandated to Dr. Shinta Hadiyantina, S.H., M.H. that was chosen for has been the longest active QAC personnel. In period 2018 to 2021, Dr. Shinta Hadiyantina, S.H., M.H. was assigned by Rector to continue to be Head of QAC.

In 2021, with the Government Regulation, Universitas Brawijaya has new status as Legal Entity State University (PTN-BH). The changes that have taken since January 2022 also affect the QAC organization. The organization of Quality Assurance Center (QAC) has changed its name to become the Institute of Quality Assurance (IQA). One of the contents of the regulation explained that IQA as an institution in charge of carrying out evaluations, returned its function to become an independent institution with its status released from the Institute of Educational Development and Quality Assurance (IEDQA). The currently organizational structure of IQA UB is no longer a sub-unit, but an institution that is directly under the Rector of UB. During the transition period from QAC to IQA, the Head of IQA UB was still held by Dr. Shinta Hadiyantina, S.H., M.H. for the period 2022 to 2023 and the period 2023 to 2025.
